Sorry to jump in on this thread but I'm running Version 3.14.10+180924 on php 7.2.10 on iis via fastcgi.

I get the same file not supported error and no error in the php logging. No file gets uploaded :(

I've tried two very simple small jpg and png files e.g. <4KB

php.ini has full errors on and displayed in debug but I just keep getting this default error.

Any advise appreciated

Update on this to clarify:

I get the error when using the "theme options" on the page /index.php?r=admin/themeoptions/sa/update&id=1

When extending a theme or editing one I can upload a file and then add it to the theme in edit as it appears in the drop down. (no preview which is not really required for functionality).
