Currently : no core solution OR extra plugin solution
Must construct a plugin to activate plugin
But still : great idea to have a way to do it …

Didn't I do this in 3.0 (Cint branch)? Set active = 1 in config.json. Don't remember.

Planned is a database change to make it possible to differ between active and enabled.
An inactive plugin cannot be enabled from the interface, but only by a change on the database.
An active plugin can be enabled.
But that is rather thin, and loosely planned.
