I'm not sure where or how to edit the following page.

guidelinesandprinciples.org/assessment/

Would I be able to replace the links and text on the page in the template editor?

Yes, it should be the "survey list" template.
I answer at the LimeSurvey forum in my spare time, I'm not a LimeSurvey GmbH employee.
