What is the reason for deleting startpage.pstpl? startpage and endpage are the top and bottom sections of a page, which won't change. Between these two files the different content is placed. You will need a good reason to delete these parts. And if you delete e.g. startpage.pstpl you will need add the missing html parts on your own.

Looks like the content is not placed in a optimal way. I cannot see if this survey description content is placed in the template files or in the survey text boxes. There are different text boxes in the settings of the survey. The welcome textbox is for displaying it one time at the beginning of the survey. The survey description text box is used to display content on every page.
Take a look at these settings: manual.limesurvey.org/Survey_settings#General

If the content isn't there the template you use might have been modified.
Switch to the default template for a second to check that. If the description vanishes the content is not in the survey.
You then might move the relevant html section from startpage.pstpl to welcome.pstpl.
Can you offer a link to the survey? That might speed up things.

Hi, Waseemuddin,
I think you are confused about the wording "Startpage".
This is not a page only shown at the start of a survey, but the HTML code of the header of each page (as Jelo already said).

In the template editor you see that here are loaded the JS scripts, the css scripts,
then there is the <body> tag, the navbar, and the "top container" containing - if chosen - the language changer and the progress bar.
This all is necessary in all pages. As you saw it is included in all pages (Survey list page, welcome page, question page,...)

I assume you coded your login into this "Startpage.pstpl".
I should try to code it into the "Welcome.pstpl". As you see in the template editor this template is only loaded into the "Welcome page".

Best regards
Joffm
