I am attempting to share a survey that's under development but the url returns a 404 to anyone without an account. How do I work around this?

Volunteers are not paid.
Not because they are worthless, but because they are priceless

You say, it is under development. So I assume the survey is not activated?

Yes the survey is not activated yet. I can send a copy of the questions but letting the group see the actual survey would be nicer.

If the survey is not activated, only admins with permissions to view the survey will be able to see it.
If you want others to view it you will need to activate.

Assistance on LimeSurvey forum and LimeSurvey core development are on my free time.
I'm not a LimeSurvey GmbH member, professional service on demand , plugin development .
I don't answer to private message.

A 401: Unauthorized would be typical, when access a preview link without user backend session.
I understand the confusion. The activation is quite unique for a survey tool. Most surveytools don't have that step with the separate databasetable. So they can easily switch between open (public), open (preview) and closed without any difference in the backend.

Can you show a screenshot ?
(it must be a 401 if there are no issue)

You are correct, it was a 401 - basically not logged in. Sorry for the confusion I caused.
If I understand the concept, I need to active the survey, all testing, then de-activate make any updates needed then activate the updated survey and finally invite my targeted audience to complete the survey.

Yes, that is the usual workflow. Note that any data collected in testing will be lost every time you deactivate.
