I have a question 35 were the participant is asked a Yes or no answer. If they answer no, they have to go back to question 30 from question 40.

The index options in settings and presentation is no good to us. Is there a relivence code I can use?

Q40 Yes = 1 (answer code)
Q40 No = 2 (answer code)

I can not inject any script or java, as the ICT disabled this as a security measure.

With "relivence" you seem to mean relevance. Relevance equations are only for showing/hiding a question. The is no ExpressionScript command to jump back.

And i suppose you don't have access to theme edit ?
