File upload question format: Title and comment are garbled characters

I am building a questionnaire in Japanese.
In the file upload type question, the title and the comment column are displayed.
Going to the previous and next question, the title and comment will be garbled (encoding: UTF-16 ?).
Please tell me if you know how to deal with it.
Note:
I used automatic translation for the contents of the question. Sorry if I do not understand.

OK seems to be a bug : please : create a little survey with only one upload question type, activate, ,send one file , export survey archive and report the bug : www.limesurvey.org/community/bug-tracker
It's great if you can put some japanese real string in the bug report
