I want to create a registry of people. This registry will be populated ith records by registered users on limesurvey. Each of them will register different people on limesurvey (new entries). Can each user be able to enter limesurvey and view the record(s) he entered to e.g. only the people he registered on limesurvey with all their data?

It's not possible out of the box. Maybe you can make a plugin for it. Else, just create your own application to query the LS database.
