Hi,
download the XAMPP package here and install. It's quite straighforward.
BTW: XAMPP means:
X: any of W=Windows, L=Linux, M=Mac
A: Apache Server
M: MariaDB, fork of MySQL,
P: PHP
P: Pearl
www.apachefriends.org/index.html

Now everything is prepared to install LimeSurvey.
Download the package, copy the unzipped files to the "htdocs" folder in your XAMPP installation and run the install routine of LimeSurvey.

Is LimeSurvey even an appropriate solution for me? Is there something easier and better?

You shouldn't ask this here, especially without giving any information about the kind of your survey.

And, just to mention:
A title like "Help with LimeSurvey" is not the very best. Anybody here is looking for help.

Usage of XAMPP must be limited to local network, never open to the internet …
Then if you plan to open survey only at local network : it's OK.

IF not : you must find a system administrator to setup a little LAMP server.

Else : at my knowledge : LimeSurvey is the easiest solution to host on «domestic servers». Because LAMP is really easy today.

I thought so that I had seen this before, but a quick google search did not bring up anything. We'll keep an eye on this.
