No, I don't think so. You might be able to change them via MySQL, but I am not sure what kind of impact this will have.

Hello,
As proposed by Holch, you can do it via MySql. Using the following syntax will:
1) Delete all your responses of your survey (no need to desactivate the survey)
2) Reset the 1st participant ID for this survey to "1"
Replace "lime_survey_123" by the correct table name (the most of the time, just adapt "123" with the correct survey ID)
