You posted on Friday late and you are suprised that you don't have an answer yet? This is a forum run by volunteers in their spare time. There is no right to a quick response (or any response at all).
A development environment is something of personal preference. So as you want to do some custom development I assume you have experience in web development, thus you should have your own preferences already.
In general it would be probably the same development environment for any web project based on PHP.
You need a test environment with Apache, PHP, MySql, an editor and one or more browsers.
