Can Lime survey send participants an email based on a data point provided in the CSV upload?

My specific case study is for legal waivers. I want to be able to upload both a student (name, email, age) and a parent (name, e-mail) into an LS participant table. If the student is under age 18, send the waiver to the parent too. If the student is not 18, do not send the survey to the listed parent.

Is this possible?

If he is under 18, enter both email addresses separated by colon.
email1@example.com;email2@example.com
If over 18 only one.
