Limesurvey states that this port is open.
Does anybody have issues with Strato / Prior experiences ? Where inside the Limesurvey surface can I access the SMTP protocols ?

Please post a screenshot of the complete SMTP/Mail settings.
How does LimeSurvey states that a port is open?
There is only one SMTP protocol. So asking about the SMTP protocols (plural) is a bit confusion.
If you have the correct SMTP settings, you will have to check the hosting space you're running LimeSurvey for serverside blocks. Perhaps connection via SMTP is blocked on the serverside.
E-Mails need to be send via SSL/TLS.
Strato uses for SMTP (SSL/TLS) Port 465 and as alternative Port 587 (STARTTLS).
LimeSurvey settings to test:
Email method: SMTP
SMTP host: smtp.strato.de:586
SMTP username: you know
SMTP password: you know
SMTP encryption: TLS
or
SMTP host: smtp.strato.de:465
SMTP username: you know
SMTP password: you know
SMTP encryption: SSL

I am using the paid version here on this site. I am very clear on not having the capabilities to host stuff myself, kind of looking for the easiest possible settings to somehow get it working.
Hence … whatever here limesurvey uses in their hosted version.
As an alternative thought - is there an email provider where these things definitely work - without the provider mucking around with settings ?
The only issue is the LimeSurvey settings here with the masked email - that is usually something at least GMX (and also my employer) filters out as potential phishing mail.
I basically just want people not to have to register formally, but just do their survey, and then optionally have them send a couple of items to their inbox.
Hence … whatever here limesurvey uses in their hosted version.

I tried with 587 from lime survey, but the emails did not arrive (sending to myself at two different accounts), and according to the documentation 465 is not opened on the Limesurvey side. …
I know I am not exactly a pro, but I did do these tests.

Who decides if they will get an email? Does it depend on their answers? Or only if they wish to receive them, e.g. by entering their email address?and then optionally have them send a couple of items to their inbox.

I always recommend to post in the English forum if at all possible, because it increases the chances to get the best response. Because you have a greater pool of experts that might be able to help you (e.g. Tpartner, Denis, etc.)

I don't agree here. I don't see a big language gap, I don't think this is a problem here. And that the people here all happen to be German natives is pure chance.Something else:
