I have a situation where I have a user who wants to have a dropdown with these selections below.
Once any one of these options hits a selection quota of 30, they want it to remove from the list.

Is this doable in Limesurvey?

Not directly. We cannot access quota directly via Expression manager.
You seem to want to do a booking system, where full slots are removed from the item list.

I don't see a way to get that done nicely, without risking effects like overbooking.
There is plugin to get stats of the responses and use them in Expression manager.
git.framasoft.org/SondagePro-LimeSurvey-plugin/getStatInSurvey

Since there is no sub-question relevance for single choice questions you cannot hide the fully booked items. Workarounds need to be found for that part as well.

With getStatInSurvey : i use some javascript to hide uneeded elements, and some javascript+css to show it in different color when the 'quote' is near 0 (green when it's 15 or more, yellow for 5-15 , orange for 2-5 and red for less than 2)
