Hello o wanted to know if its possible to create a button that allow the user to restart a survey again once he or she have submitted his or her answer thanks a lot

You just can just add a link to the Endmessage.

If you want a real button you might add something like this to the Endemessage. (Sourcemode in the Editor!)
You need to change https://url to the real URL of your Survey.
<input class="btn btn-primary btn-lg active" onclick="location.href = 'https://url'" type="button" value="Survey again" />

You can also add the survey link to the "End URL" field.
