I receive the following error after I have moved the files over to the server.

Internal Server Error

Application runtime path "D:\hosting\8456926\html\limesurvey\tmp\runtime" is not valid. Please make sure it is a directory writable by the Web server process.

An internal error occurred while the Web server was processing your request. Please contact the webmaster to report this problem.

I have installed earlier versions of Limesurvey successfully but do not know much about php and some of the steps listed.

I'm using godaddy php 5.3, mysql 5 Not sure what other information you need. Any information would be great. Thanks.

The error message is clear.
You have to set the permissions for the directories to be writable by the webserver/php. Perhaps the directory limesurvey/tmp/runtime does not exist.
So you may upload all files again to be sure that you not missed a few.

Next step is to learn what permissions are needed for your shared windows webspace (or whatever that godaddy windows hosting is).

I had the same problem as the temp folder permissions and it works for me:
chmod 777 runtime

I am stuck on the 20% of the Pre-installation check point because it is asking me for permitions in the /upload and the /tmp files but the both were given with 777 (and all its internal files) and I did not know why it is still saying unwritable

sudo chown -R www-data:www-data /var/www/limesurvey
sudo chmod -R g+rw /var/www/limesurvey/tmp
sudo chmod -R g+rw /var/www/limesurvey/upload
