Permission settings are depending on the Webserver PHP Stack.
So your provider might offer some help about what permissions are expected on files and folders.
Since the error message in your brownser isn't offering any direct hint where to look for permission problems the best way is to look at the logfiles of the webserver and/or the error.logs of php.
Where they are stored is up the the configuration of the webserver/PHP stack.
You can activate the debug messages from limesurvey via a config.php file.
Look at the config-sample.php under application\config
