Hi,
I made a copy from a template and tried to edit it. I can save any template element, but when I try to save a change in template.css the following message appears:

Forbidden
You don't have permission to access /admin/admin.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

There is no difference in filepermissions for template.css compared to all other files in the upload/templates directory.

What can be wrong?

This is probably a server configuration problem. Sounds like very strict security settings. Maybe some .htaccess file prevents editing .css files?!
Check if there is a .htaccess file at the limesurvey folder or at a folder above.
