I am looking for enterprise level administration, sub-groups, divisions, many levels of authorities, read / write, etc.

Are these current capabilities?

I think that the number of users, administrators or groups is only limited by the database limits themselves.

However, rights managment in Limesurvey is relatively basic, so you would need to see yourself in a test environment if this fits your needs.
