Though there is a quick entry system for labels and etc., I haven't found a means to simply import.

For example, at the quick entry screen for label sets: allow a user to import a comma separated list, scribed in a spreadsheet.

Similarly, I could suggest the same import for the various question types, or question sets -- anywhere the LS program invites a "quick typing" entry, to concurrently offer a "quick import".

Indeed, for simple surveys (ie, without conditionals and non-complex question types), a global import could land the whole survey by a similar import...?
