For my survey, I need to randomly present one of three questions in my first question Group.

My survey has two Question Groups. The 2nd Question group contains 27 questions, which all respondents will see.

The first Question Group will contain 3 questions, of which only one should be randomly shown to each respondent.

Is there a way to display only 1 question from a set of questions in a Question Group (or another way to accomplish the same goal)?

There is a workaround to populate a hidden question with a randiom number between 1-3 here: docs.limesurvey.org/Workarounds%3A+Manip...rol_survey_behaviour

You can then simply set conditions on the generated number to show the according question.
