No, the resources (images) are not exported with a question or group.

If importing a question or group into a new survey, you will need to upload the images to:
installationRoot/upload/surveys/yourNewSurveyID/images/

there is no folder for that survey. just a folder for the first survey i made. i tried creating new surveys, but no folders appear - should they not be created automatically?

The folder is not created when you import the survey. It's only created if you upload a resource for that survey.

You will need to copy the original survey's folder and rename it with the new survey ID.
