I have a mandatory ranking question with a minimum of 1 maximum of 3 from a choice of 4 options. As it is mandatory it wants all items ranked. Bug?

Mandatory for ranking means that all items must be ranked. Turn off mandatory and you'll get between 1 and 3 answers, as desired.

Yes I had got that but I wonder if Mandatory *should* mean that you have to rank all or just meet the minimum. I have 4 choices, 3 locations and one 'no preferance'. I need to be sure the person taking the survey makes a positive decision (hence mandatory) but I also want to allow for the person having no preferance (which perversely is ranking that 1). So logically, I need a mandatory question that will allow a minimum of 1 choice.

Actually I had not got that. What I had failed to realise is that by stating a minimum number of answers, the question is effectively mandatory without it using the mandatory setting (if you see what I mean). The downside of this is that it is not identified as being mandatory (i.e. no red asterix).
