I found two label sets, and downloaded the first without problem. On attempting to get the second, the site returned a "download limit reached" message.

Any idea what this is? Why have I "reached it", and what are the conditions for other downloads?

Try to use a different browser or clear your browsers cache/cookies.

If this doesn't work reconnect to get a new IP address.

I think the total limit for downloads was "3" but I'm not sure about it.

[I'm glad to see that the HTML/CSS was cured so the LS.org site displays correctly....]

On the download issue -- why doesn't the site state, somewhere, what the limit is, how it works, and perhaps even why...

Is the limit permanent, per IP connection ? What?

New user, with any sophistication, is going to want to look at the templates and see what use there are. Seems odd, to have that restriction. It's not like there is a huge dataset or bandwidth needed for templates that are 2k in size...

Please open a ticket at our bugtracker and either ask for the website to be updated with a "download limit: X" message or:
Ask for removing the download limit.
