I am not quite sure what you are referring to.
The central participant database is already enabled in a normal installation of a current LS version.

It is still at the same position, just the icons and the text have changed:
It says "Central participant database/panel" when you hover over it.

Your screenshot is not from a 2.00 or 2.05 installation, it says Version 1.92CI (whatever CI means).
But obviously the way the central participant database is being displayed has changed from 1.91 to 1.92.
In my admin style it looks like this (2.00):
But this is pretty much the same as your second screenshot:
Here what the symbols do from left to right:
- home
- information (actually what your second screenshot shows)
- Display participants
- Import from CSV
- Export all
- Blacklist control
- Global participant setting
- Attribute management
- Share panel
So what is your actual question? If there have been changes since 1.91? Yes. Definitely.
But obviously the way the central participant database is being displayed has changed from 1.91 to 1.92.
