Quota doesn't work as expected

Quota doesn't work as expected was created by david2013
Before I post, I have read a lot of old post and documentation regarding quota, but can't find the answer. The quota seems a bit confusing.
1) when quota is full, the quota number still increase (for example, we have male quota with limit of 2 respondent. After 2 respondent, when people choose male, the quota number still increase after terminated by quota. I thought the quota number will not increase when quota is met.
2) When respondent meet the quota condition but didn't complete the survey, the quota number increase too. But the online document states "If the person answers the quota question but doesn't complete the survey, that answer-id is not going to be counted towards the quota.". Did I miss something or it's a bug.
I downloaded LimeSurvey a couple weeks ago, so it's very recent. I also test in the demo too. It's the same result.

- Make a little survey woth some quota showing this error
- Export the lsa file
- Put a complete bug report

I downloaded the fresh latest version today. See attachment for lsa file which contains 3 questions:
Q1: Welcome message.
Q2: Gender: male and female
Q3: Age
I have male and female quotas. After activated the survey, I choose male, then click next. And then I closed the window instead of click submit (quota condition met but not submit). Then I go to quota screen, the complete column for male is increased by 1. But this is not a complete case. The quota should not increase. Same thing happen for quota full, the survey terminated, but number of complete still increase.
I'm not sure if this is a bug since I'm new to LimeSurvey. If anyone have same/similar problem, I will report as bug. Can anybody try?

Here is the lsa file. System doesn't accept lsa file. Have to zip it first.
