I'm trying to create a auto insurance quote and hoping to do the following:

customer answers that there are x drivers, the survey presents x blanks for name & DL#.

I can imagine creating a question for as many as i wish to go and determine how many to show based on what number was selected. is there an easier way?

sorry if some of this sounds like gibberish, but it's late and i'm having trouble articulating what i'm thinking

Yes. That is very similar to what is done in the "Sample Census" application.

That creates separate, repeating questions for each person, but you'd need something like that anyway since you're capturing name and drivers license #.

Limesurvey doesn't support dynamic looping. This means that you have to create a sufficient number of questions up front and then use conditions to show X of them and hide the rest.
