Hello.

I would like that, when a user finishes answering a questionnaire, that he receives a suggestion to each question.

For example:
1.- Question: Do you use a car to go to work everyday?
Answer: Yes
Suggestion: You should try to use public transport to reduce your expenses.

I have seen that this can be done in Moodle using the "Quiz module" with the "Feedback" option.

Can this be done using LimeSurvey?

Yes, if you want, is possible.
You must that your suggestion is a Boilerplate question and make a condition of the answer.

In LimeSurvey 1.92 (also called 2.0alpha), you either:
(1) Use Relevance to specify which text fields to show
(2) Use Tailoring to conditionally specify what messages to display
(3) Use a mix of Relevance and Tailoring.

The goal is to have an easier and more flexible process than Assessments.

We've started some documentation about this here.

I think nico_8it's suggestion of conditionally displayed "Text display" (boilerplate) questions is the way to go.
