I was wondering if it is possible to change “check any that apply” to “check all that apply” for the multi-select questions?

Yes. You can either hide it and write it into the question text (I think it is called "hide tip" in the advanced settings), or you change the actual string, by changing the "translation".

Have a look at the documentation, which describes pretty well how the translation process works.
