I would like to be able to allow a participant to enter an email address of 'a friend' and have that friend receive an automatic email from limesurvey which recommends they visit a website (customizable email)

is that even possible?
The administrator has disabled public write access.

Not directly in LimeSurvey, but you can use an external script at endurl. This script can send an email :).
