I want to enhance any security I can. Currently I have place mysql information and password in config.php in a file above public_html.

Is it possible to encrypt this information..? I googled it, and I understand it is possible to encrypt passwords, but how to implement it another story.....

I don't think this is useful. You'd have to change several of the core files of Limesurvey to decrypt the data.
