I am new to limesurvey, but it seems as if I have to either use Tokens or have users enter their email address in order to be emailed a link in which to take a survey.

My question is, is it possible to have people register an address without having the server email the address they enter? I would like it so the user enters the email address and then it takes them to the survey instead of having it be emailed. I know this is a bad idea in theory, but it works in the case in which this survey needs to be conducted and the server that is hosting the software is not a mail server and therefore cannot email.

Any suggestions appreciated.

Do you want to use a closed access survey or an open access survey?

I would prefer it to be open, but it could be closed if open isn't possible. Basically, I just want to register users without using email or having to send them a special token. I want users to be able to register themselves, so open would be ideal.

Just set your survey to open/public access (survey settings). If you need any kind of user data ask according question within the survey. You can also have a question like "Do you want to give us your private data?" and then use conditions to only ask further questions if the participant answers "yes".

Is this the same settings as "allow public registration?" I have this set to yes, so it is open to the public. My problem is that when the public tries to take the survey it then asks you to enter in your name and email address. The limesurvey server should then email the client a link to the survey. I want to skip this step. I do not want it to have to email the client.

If there is another setting I am not seeing, please let me know.

"Allow public registration" is a different setting which makes your survey closed.

Just create a survey and do not use tokens. You can set "List survey publicly" (docs.limesurvey.org/tiki-index.php?page=...ation_amp_Navigation) so everyone who is accessing your limesurvey main page (www.yourdomain.org/limesurvey) sees a link to participate.
